On Monday, June 4, 2007, the Pennsylvania General Assembly held a rare joint hearing of the House and Senate Judiciary Committees to address the growing prison population. At the invitation of Republican and Democratic leaders, the Council of State Governments Justice Center, along with its senior research consultant Dr. Tony Fabelo and director of health system and services policy Dr. Fred Osher, presented a report to the Committee entitled “Justice Reinvestment: Increasing Public Safety and Managing the Growth of Pennsylvania Prison Population.” Dr. Osher, along with officials from several state agencies, testified in support of proposals to improve the state’s response to individuals with mental illnesses who come in contact with the criminal justice system.
